Brenchley Estates, now known as Jory Trail at the Grove, is in full apartment-building mode. Its owners, Holland Partners Group, would like to shift some of the density allowed on the property from the south to the north.
The question, put simply, is how many apartment units should be allowed in the Brenchley Estates project?Unfortunately, it became more complicated from there, as discussions on how to interpret the zoning code delayed a decision last month on whether to approve a zone change in Brenchley Estates.
